Data Protection Officer (DPO)

Job Description / Responsibilities:

  • Performing the function of a Data Protection Officer in accordance with Article 37 of Regulation (EU) 2016/679 of the European Parliament and of the Council (GDPR);
  • Providing information and advice to students and employees who process personal data on their obligations under the GDPR and other data protection regulations;
  • Monitoring compliance with the GDPR and other data protection regulations within UJEP’s data protection policies, including the allocation of responsibilities, raising awareness, staff training involved in data processing operations, and related audits;
  • Supervising the implementation of personal data protection measures;
  • Providing advice, upon request, on data protection impact assessments and monitoring their application;
  • After prior consultation, reporting personal data breaches to the Office for Personal Data Protection (hereinafter “the Office”) and notifying data subjects of personal data breaches; maintaining records of such incidents at UJEP;
  • Cooperating with the supervisory authority and acting as the contact point for the authority on matters related to processing, including prior consultation, and conducting consultations on any related matters;
  • Receiving and evaluating proposals from UJEP employees to initiate new or modify existing personal data processing activities;
  • Communicating with data subjects who may contact the DPO regarding all matters related to the processing of their personal data and the exercise of their rights under the Directive and the Regulation;
  • Performing other duties arising from the Regulation, the Act, or other generally binding legal regulations, as well as internal UJEP regulations and standards;
  • When performing duties, the DPO must duly consider the risks associated with processing operations while taking into account the nature, scope, context, and purposes of the processing.

 

Qualification Requirements:

  • University education in a Master’s or Bachelor’s degree program in the fields of Law, Legal and Public Administration, or in technical fields;
  • Experience in information systems, data security, personal data processing, risk management, IT management, public administration processes, or work experience in the public sector is welcome;
  • Language skills: English – at least level KET (A2) or higher;

Knowledge of legal regulations:

  • Detailed knowledge of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (General Data Protection Regulation – GDPR) and other European and national data protection legislation;
  • Charter of Fundamental Rights and Freedoms;
  • Constitution of the Czech Republic;
  • Act No. 110/2019 Coll., on the Processing of Personal Data, as amended;
  • Act No. 106/1999 Coll., on Free Access to Information, as amended;
  • Act No. 89/2012 Coll., Civil Code, as amended;
  • Act No. 300/2008 Coll., on Electronic Acts and Authorized Document Conversion, as amended;
  • Act No. 111/2009 Coll., on Basic Registers, as amended;
  • Act No. 181/2014 Coll., on Cybersecurity and on Amendments to Related Acts (Cybersecurity Act), as amended;
  • Act No. 111/1998 Coll., on Higher Education Institutions and Amendments to Other Acts (Higher Education Act), as amended;
  • Act No. 500/2004 Coll., Administrative Procedure Code, as amended.

Workload:

Part-time – 0.5 of full-time working hours

Expected Start Date: By agreement
